The Caldwell College C-Book has been published to encourage student awareness of campus life and activities. It functions as a handbook to guide our new students and to keep our upperclassmen updated on community, as well as, college events. This publication contains information about student government, yearly traditions, campus regulations, and organizations available for extracurricular activities. A calendar of events is included for ready reference.

If there are any questions not answered by our C-Book, feel free to consult the Student Government Association. Our office is located in the George R. Newman Center.

Policies & Procedures

THE DRUG POLICY

A. Drugs – Caldwell College upholds the laws of the Federal Government, and Title 24 of the Statues of New Jersey which prohibits the illegal possession, use or distribution of marijuana, cocaine, or other hallucinogens and narcotic drugs. Students who violate these laws are subject to severe disciplinary measures, including termination of room contract and possible expulsion.

The college cannot protect an offender against the penalties of the law. Law enforcement officers, when armed with proper documents, have a legal right to search any and all buildings on the campus without prior notice.

B. Alcohol – Effective January 1, 1983, the legal drinking age in New Jersey was raised from nineteen to twenty-one years. Specifically, anyone who was not nineteen years old before January 1, 1983 must wait until their twenty-first birthday to purchase or consume alcoholic beverages in the state of New Jersey

Residence Hall:

1. Caldwell College bans all alcohol in its Residence Halls, regardless of age. Any student found inside a room where alcohol is present is subject to penalty regardless if they were drinking or not.
2. Students who consume alcoholic beverages off campus and return to the Residence Hall may be in violation of the alcohol policy.
3. The Director of Residence Life will notify parents of students under 21 years of age if found responsible for violations of the alcohol and other drug policy.

Alcohol Violations will result in:

  • First Offense: $250.00 fine and write-up for students hosting a party where alcohol is served. Hosting students will be fined an additional $50.00 per underage student present in the room.
    • $150.00 fine and write-up for students found in a room where alcohol is present.
  • One (1) hour of educational and personal counseling is required
  • Second Offense: The student must attend five (5) educational and personal counseling sessions in the Substance Awareness Program and pay a $300 fine.
  • Third Offense: If a third incident involving alcohol/drugs occurs, the student, together with the Substance Abuse Awareness Counselor, would be seen by the Vice President and Dean for Student Life to determine possible expulsion from the College, medical leave of absence and/or probation.

Fines are payable in the Vice President and Dean of Student Life Office (Rm 4101). If the fine is not paid by the end of the semester in which the incident occurs, a hold will be placed on registration which will affect class attendance for the following semester and no transcripts will issued.

Student Recourse Option:

Students, who claim that they were not drinking, will be given the opportunity to voluntarily submit to a breathalyzer screening. If the screening shows a .00 (point zero) Blood Alcohol Content (BAC), the student will be given an oral warning.

If a student is found in a room with alcohol a second time, and screens at .00 (point zero) he/she will be given a second oral warning, incur a fine of $25.00 and one (1) hour of educational and personal counseling.

If a student is found in a room where alcohol is present for the third time, an alcohol policy violation will be issued.

GUEST VISITATION

Guests are welcome in the first floor parlors and Lower Lounge of MJRH until 1:00 a.m. Rosary Hall visitors are welcome in the First Floor Lounge until 1:00 a.m. No guests are permitted to sleep in any of the lounges.

Non-Resident Visitation Policy

All non-resident visitors must sign in at the front/security desk, and leave a valid, signed photo ID that provides date of birth. The visitor is required to wear the "Visitor" badge provided at all times during the visit. Designated visitation hours must be observed (Sunday-Thursday 11:00 a.m. to 12:00 a.m.; Friday and Saturday 11:00 a.m. to 1:00 a.m.) Students are responsible for the behavior of their guests.

Resident Visitation Policy

A resident is defined as a Caldwell College student who currently resides in the residence halls. All resident visitors may sign themselves into the residence hall that they are visiting. The resident visitor must sign in at the front/security desk and leave their Caldwell College ID. Designated visitation hours must be observed (Sunday – Thursday 11:00 a.m. to 12:00 a.m.; Friday and Saturday 11:00 a.m. to 1:00 a.m.)

REGULAR RESIDENCE HALL QUIET HOURS

As a Catholic College in the Dominican tradition, we strive to build on the four pillars of Dominican Life: Community, Prayer, Study and Service. Within our residence halls, our community must be mindful of others and live with respect for one another. In order to accommodate the needs of all and provide an atmosphere conducive to study, Rosary Hall is a 24-hour quiet residence. Mother Joseph Residence Hall and Dominican Hall have quiet hours strictly enforced from 11:00 p.m. until 10:00 a.m. No music, voices or other noise should be heard outside of the room during quiet hours.

Regular Residence Hall Quiet Hours are in effect during the following times:
Sunday through Thursday 11:00 p.m. to 10:00 a.m.
Friday and Saturday 1:00 a.m. to 10:00 a.m.
During the week of final exams, 24-hour quiet hours are enforced and are expected to be maintained.
Please note that 24-hour courtesy hours are in effect in all residence halls year round. Therefore, regardless of the time of day, residents should be respectful of one another by lowering noise levels when asked by a fellow student.

PETS

A resident student may NOT keep pets in his/her room. No pets may visit anywhere in the residence halls. Any resident student found violating this policy is in danger of terminating his/her residence hall contract and may be asked to leave the residence hall.

SMOKING

To promote wellness of body, mind, and spirit, smoking is prohibited in all campus buildings.

CAMPUS SECURITY

Caldwell College understands the importance of a safe and secure campus environment and strives to maintain a campus security system that provides protection for students, faculty and administrative employees. Guards are on duty from 9:00 pm to 8:00 a.m. in the residence halls. For the protection of all residents, all doors should be kept closed and locked. Out of concern for the safety and well being of all students living in the residence halls, any student caught propping open an outside door will be issued a write-up and a $100.00 fine. All bags, backpacks, laundry baskets and other large carriers are subject to search at the reception desk before entering the building. Students must individually swipe their Caldwell College student ID cards to gain entrance to the living quarters. Students may not congregate at the front desk or enter the reception room at any time. The view of the receptionist and/or guard may not be obstructed at any time.

CYBER-BULLYING

Cyber-bullying involves the use of information and communication technologies (i.e. cellular phones) to support deliberate, repeated, and hostile behavior by an individual or group that is intended to harm others.

The IT System of Caldwell College imposes certain responsibilities and obligations, and is subject to College policies, and local, state, and federal laws. In making appropriate use of Caldwell College computing resources students are not permitted to use mail or messaging services to harass, intimidate, or otherwise annoy another person, for example, by broadcasting unsolicited messages, or sending unwanted mail.

If the Residence Life Office and/or Vice-President and Dean of Student Life is made aware that cyber-bullying/harassment is taking place through the use of Caldwell College IT services, and/or personal technological devices, such actions will result in but not limited to judicial sanctions, community service no greater than 5 hours, Residence Life probation and in some cases housing termination and suspension/expulsion from Caldwell College. The disciplinary actions taken by Caldwell College does not shield from any criminal charges that may be taken against the harasser.

CHECK-IN/HOUSING CONTRACTS

Upon Check-In, residents must file a Room Condition Report (RCR). The filing of the RCR with the Residence Life Office constitutes an agreement and understanding between you and Caldwell College. The RCR outlines the condition of the room and/or suite upon check-in. It is expected that the student will read and understand the RCR in its entirety since he/she has assumed full responsibility for complying with its contents.

CHECK-OUT, END OF FALL/YEAR

Upon check-out, residents must remove all their belongings from their rooms. The room must be left in the same condition as filed on the Room Condition Report. Keys must be returned to the Residence Life Office. A closing memo will be issued prior to closing week. Students are responsible for reading and understanding their copy and following the given guidelines to eliminate potential problems. All residents who are not involved in commencement are required to leave the residence halls after completion of their last final examination.

VACATION PROCEDURE

For reasons of security, inability to maintain liability coverage for all students, insufficient supervision, and energy conservation programs, students are not permitted to reside in the College residence halls during vacation periods. This policy is supported by the Residence Life Office and the Office of the Vice President and Dean for Student Affairs.

These scheduled vacation periods include: Thanksgiving, Christmas and Spring Break. The only sanctioned exceptions are International Students, Student Athletes whose sport is in season and Student Teachers. Residents are required to follow all closing procedures for College vacations:

1. Remove all trash from rooms.
2. Remove all plugs from all electrical outlets.
3. Empty and clean out all refrigerators. Defrost refrigerators leaving the door open for them to properly air out.
4. Close and lock all windows.
5. Turn off all lights.
6. Close and lock room doors.
7. It is recommended that students bring home any and all valuables. The College is not responsible for any lost or stolen articles.

FIRE ALARMS AND EMERGENCY EVACUATION ROUTES

In the event the fire alarm sounds, students must exit the building immediately. Failure to do so is considered a violation of the Fire Hazard/Smoking Policy. Students must understand that even though fire alarms may be an inconvenience and a frustration, it should never be assumed an alarm is false. Students may re-enter the building only after the building has been inspected by the Residence Life Staff and/or Fire Department officials. The Residence Life Office will conduct fire drills throughout the year to acquaint and remind students of proper evacuation procedures.

ROOM CHANGES

Room changes can be made twice during the academic year. During the first two weeks of each semester, students may apply for a room change. Students interested in changing rooms are responsible for negotiating their own room changes, and any changes must be agreeable to all parties involved. Prior to any changes being approved, all parties involved must meet with their RA to fill out the appropriate paperwork and then requested change must be approved by the Director of Residence Life. Only in special personal circumstances will changes be authorized at other times of the year. Please also be aware that if you are interested in changing rooms due to a roommate conflict, your RA has been trained to mediate such conflicts, and thereby save you the time and effort involved in a room change.
